WBM is a global hydrologic model, representing the terrestrial hydrologic cycle at the macro-scale. The model aims to capture the natural water cycle and how humans interact with this cycle through water extractions, consumptive use, and diversions.

The groundwater component of WBM is also macro-scale, and represents changes in the depth to groundwater and in total water storage over seasonal, annual, and decadal time scales.
